County moving forward with $2.3M roundabout

St. Louis County is moving forward with the proposed roundabout at the Yaeger-Milburn intersection in Oakville following a recent public meeting May 13. The project, AR-1860, aims to transform the intersection into a one-lane roundabout, incorporating ADA-compliant curb ramps and sidewalks, and extending a sidewalk to connect Yaeger Circle Drive to Milburn Road.

The May 13 meeting provided an additional opportunity to answer questions from residents and gather more information about the project. County officials emphasized the safety improvements and congestion reduction benefits associated with roundabouts. According to data provided by the county, roundabouts reduce traffic congestion by 75% and lower the chances of serious accidents. Part of the project’s scope is to improve travel flow through the intersection, as it is close to Oakville High School and Oakville Elementary, where peak traffic hours have exacerbated congestion issues at the existing four-way stop.

The Yaeger-Milburn intersection was identified by the county as a critical area for safety improvements, ranking among the top 10 highest crash rates in St. Louis County. From 2007 to 2022, the intersection saw 154 crashes, many of which were due to drivers not following posted signage, contributing to 60% of the accidents.

The project is partially funded by a $1.609 million federal grant that is specifically for reducing traffic congestion. The federal funds are tied to the project and cannot be used elsewhere. The total project cost is estimated at $2.3 million, with the remaining funds coming from the county’s Capital Improvements Plan.

Despite the potential benefits, some residents remain skeptical about the roundabout’s effectiveness. Concerns have been raised about the project’s impact on local traffic patterns and pedestrian safety. Critics argue that the roundabout may increase confusion among drivers and pedestrians, potentially leading to more accidents rather than less.

In spite of the opposition voiced at the public meetings, answers to a social media poll posted by 6th District Councilman Ernie Trakas showed support for the project, with 62% of respondents answering “Yes” to the question “Are you in favor of the County Dept of Transportation & Public Works putting a roundabout at the intersection of Yaeger Rd & Milburn Rd.?” Thirty-eight percent responded not in favor.

Property acquisition is expected in late 2024-2025, with bidding in spring 2026, and construction starting in 2027.
