The St. Louis County Planning Commission will hear two proposals in South County at its public hearing Dec. 19, including a request for a conditional use permit for an animal rescue in Affton.

The meeting will be held via videoconference at 7 p.m. Monday, Dec. 19 according to the agenda posted on the county’s website. Members of the public can access a live stream of the meeting on YouTube at www.youtube.com/channel/UCOOztlQOoMrBjc571lxNbqg.

The first public hearing is a request for a conditional use permit in the C-2 commercial district at 8923 Gravois Road in Affton. The building is a former residence, now zoned for commercial use. The CUP is to operate a pet care facility including overnight boarding, requested by Needy Paws Rescue, a volunteer non-profit organization that rescues dogs from kill shelters, as well as strays, abandoned and surrendered pets in St. Louis and the surrounding rural areas. The proposal is located in the 5th County Council District and the Affton School District.

The second public hearing is a request for an amended mixed-use development submitted by Ameren for a public utilities facility on the west side of Tesson Ferry Road, east of Keller Road on the northwest side of Brittinger Road. The proposal is in the 6th County Council District and the Mehlville School District.

The commission will also hold a public hearing on a proposal to amend Chapter 1003 of the county’s zoning ordinance pertaining to regulations for marijuana facilities. On Nov. 8, Missouri voters approved Amendment 3 to the state constitution legalizing recreational marijuana.

There will also be a public hearing on a proposal to amend Chapter 1003 of the zoning code as it relates to car wash facilities. The commission has heard several proposals for car washes in the past couple of months, including a Club Car Wash on Telegraph Road.
