Commission to consider new grocery store on Telegraph Road

Rezoning requests that could permit new condominiums, a new grocery store and a new Salvation Army community center in south county will be considered by the St. Louis County Planning Commission next week.

The Planning Commission will conduct public hearings on the rezoning proposals at 7 p.m. Monday, April 19, in the County Council Chambers of the Administration Building, 41 S. Central Ave., Clayton.

Snyder Family Limited Partnership II is seeking a zoning change so it can build a Save-A-Lot grocery store on the southeast side of Telegraph Road, about 200 feet northeast of Brilliant Lane. The partnership has requested a zoning change from the R-5 Residence District to the C-8 Planned Commercial for a 1.87-acre tract in Oakville.

“The demographics in the area for a Save-A-Lot are excellent,” said John P. King, an attorney with Blumenfeld, Kaplan and Sandweiss who represents the Snyder Family Limited Partnership II.

King noted that the company also is requesting the ability to establish all other uses permitted in a C-2 shopping district, but he believed a grocery store would be the sole development on the 1.87-acre tract, leaving no room for any type of strip mall that often accompanies other Save-A-Lot stores.

Also proposing a zoning change in Oakville is Jones Company Homes.

The company is seeking a zoning change so it can build about 85 town homes on Forder Road. Jones Company Homes has requested a change in zoning from the R-4 Residence District to the R-6A Residence District for an 8-acre tract on the southwest side of Forder Road and the southeast side of Kinswood Lane.

The location is about 400 feet southwest of Forder Road and could be rezoned to permit the use of multi-family residences.

The developer also is seeking a Planned Environment Unit procedure in the R-6A Residence District for the same 8-acre tract.

The price of the condominiums and town homes range from $140,000 to $150,000 per unit, according to King.

A Salvation Army center, currently on Weber Road, is looking to move to a Union Road site in order to offer more amenities and services to the community, according to Maj. Robert E. Thomson of the Salvation Army.

The service organization is seeking a zoning change so it can build a community center, which could include a gymnasium, weight room, locker room and additional activity facilities and outdoor ball fields.

The area currently is zoned to permit church use.

The Salvation Army has requested a Conditional-Use Permit in the R-6 Residence District and FPR-6 Flood-Plain Residence District for a 4.61-acre tract on the northwest side of Interstate 55 and the southeast side of Union Road at Schmitt Woods Court.

“We’re looking to replace and upgrade our facilities,” Thomson told the Call. “Currently the Weber Road location is landlocked. The other location is more off the beaten the path, so we think we’ll get more exposure.”

Other requests for rezoning in south county scheduled to be presented April 19 include:

• Todd Studios’ request for a change in zoning from the R-4 Residence District to the C-1 Neighborhood Business District for a 0.42-acre site on the southeast corner of Burncoate Drive and Telegraph Road to establish a photo studio, according to King.

• Daniel Ambrose’s request for a change in zoning from the R-4 Residence District to the C-1 Neighborhood Business District for a 0.48-acre tract on the east side of Telegraph Road, about 120 feet south of Burncoate Drive.

• Gene Maurer’s request for a change in zoning from the NU Non-Urban District and FPNU Flood Plain Non-Urban District to the M-1 Industrial District and FPM-1 Flood Plain Industrial District for a 12.4-acre site on the east side of Lemay Ferry Road and on the north side of Melbourne Drive at Meramec View Drive.

The tract currently is being used for a driving range, according to King. About six months ago, Maurer had attempted to rezone the land to a residential use, but the Planning Commission recommended denial of the request, suggesting that the property be zoned for an industrial use.
