The Crestwood Planning and Zoning Commission recommended approval of a conditional use permit March 1 for Proper Cannabis to operate a comprehensive marijuana facility at 9933 Watson Road.

The commission voted 5-1, with one absent, to recommend approval of a CUP for Proper Cannabis to operate a marijuana dispensary with both recreational adult-use sales and medical sales at its Crestwood store at 9933 Watson Road.

From April 2020 to February 2022, the location was Captiva Healing until its CUP was transferred to Proper Cannabis. Proper Cannabis continued to operate a medical marijuana dispensary at the property, which is zoned C-1 commercial.

In November 2022, Missouri voters approved Amendment 3 to the state Constitution, which permits adult-use recreational marijuana in the state. On Feb. 3, recreational sales began in the state.

The commission recommended the petition for approval with the condition that the business obtain a shared parking agreement with the neighboring business. Other conditions include limiting delivery hours to Monday through Friday from 7 a.m. to 7 p.m.
