Single-family subdivision, other commercial uses on planning panel agenda

The St. Louis County Planning Commission will hear two proposals in the 6th District at its public hearing Monday. 

The commission will meet Monday, March 11 at 7 p.m. in the St. Louis County Council Chambers at the government center in Clayton, 41 S. Central Ave. 

The first proposal is a request from Invesco Group LLC for a change in zoning from R-4 residential to C-8 commercial, with an amended development. The proposed use is for a coffee shop, liquor sales and other permitted C-2 shopping district uses, on a .84 tract at 2211 Lemay Ferry Road. The building was most recently used as a dry cleaners, and was built in 1992. Documents from the St. Louis County assessor’s office show that the property sold for $275,000 to Invesco Group LLC in 2021.

The other proposal in the 6th District that the commission will hear is a zoning change request from The Grove at Grant’s Trail, LLC to change M-1/FPM-1 manufacturing/flood plain manufacturing to R-4/FPR-4 residential, with a planned environment unit procedure, or P.E.U., in the R-4. The proposal is on a 35.2 acre tract at 10245 Spokane Drive, 63123. According to the agenda for the March 11 public hearing, the number of total single-family resident lots proposed is 121. 

According to the St. Louis County Planning Department, a P.E.U. is a zoning procedure that can be used in certain zoning districts, including R-4, in order to “permit flexibility in building types, encourage economic and energy efficient subdivision design, and encourage the provision of supporting community facilities in the development of diverse, sound, urban developments under conditions of approved site and development plans.”

The P.E.U. procedure can only be used for development with five or more units, with site-specific ordinances that definite lot area, yard setbacks and other requirements that may differ from the underlying residential zoning. 

The commission will also hear proposals for a conditional use permit to operate a group home for the elderly in the 7th County Council District, as well as a request in the 3rd Council District for an amended development in a C-8 district to operate a vehicle repair facility, and other C-3 shopping district permitted uses.
