Affton Plaza redevelopment to break ground

The first phase of the $10 million redevelopment of Affton Plaza is set to break ground this week after the County Council unanimously approved a redevelopment plan and tax-increment financing, or TIF.

The council unanimously approved the Affton Plaza TIF 5-0 March 22, with 1st District Councilwoman Hazel Erby, D-University City, and 3rd District Coun-cilwoman Colleen Wasinger, R-Town and Country, absent.

Developer Larry Chapman of Chapman Ventures says the $2.5 million TIF will revitalize Affton Plaza, a loosely connected 10.9-acre site of seemingly unrelated buildings bordered by Gravois, Mackenzie and Weber roads, which currently sits mostly vacant as businesses have left.

The Affton TIF Commission unanimously recommended the TIF at a public hearing Jan. 28, with the full support of the Affton School District and the Affton Fire Protection District. At that hearing, Chapman said he wants to start construction as soon as possible, breaking ground as soon as April 1 for six months of construction.
