Report cards help public evaluate if schools rate a passing grade

Grades are in, but these results won’t be sent home in mailboxes.

The Lindbergh and Mehlville school districts released their annual report cards earlier this week.

These reports reveal the state of the districts and their schools, helping the public evaluate whether the districts should receive As or Fs for the 2002-2003 school year.

This is the eighth consecutive year that Missouri’s public schools have issued report cards that were mandated by the Outstanding Schools Act, Senate Bill 380.

School districts are required to provide information in these annual report cards including facts about, enrollment, graduation/dropout rates, assessed valuations, staff ratios, staff, teacher salaries, finances, per-pupil expenditures and test scores.

Information contained in the 2002-2003 report cards issued by the Lindbergh and Mehlville school districts includes:

Enrollment

• Lindbergh — The overall district enrollment was reported at 5,289, down from the previous year’s enrollment of 5,316. The district reported a 94.9 percent attendance rate up from the 94.6 percent reported the previous year, also exceeding the state’s attendance rate of 93.8 percent.

• Mehlville — This district reported an overall district enrollment of 11,799, down from the previous year’s enrollment of 11,920. The district reported a 94.6 percent attendance rate, down from the 95.1 percent reported the previous year.

Graduation/Dropout ratio

• Lindbergh — Lindbergh posted a graduation rate of 90.8 percent, up almost 6 percent from the previous year’s rate of 84.3 percent. Statewide, the graduation rate for the 2002-2003 school year was 83.9 percent. The district’s dropout rate was 1.78 percent, down from last year’s rate of 3.4 percent. Missouri’s dropout rate was reported as 3.68 percent marginally up from last year’s rate of 3.6 percent.

• Mehlville — This district posted a graduation rate of 84.5 percent, up from the previous year’s rate of 82.2 percent. The district’s dropout rate was 3.36 percent, up from last year’s rate of 3.29 percent.

Staff ratios

• Lindbergh — The ratio of students to all teachers in the district during the 2002-2003 school year was 15 to 1. The reported ratio of students to classroom teachers was 16 to 1 and the ratio for students to administrators was 264 to 1.

• Mehlville — This district’s ratio of students to all teachers in the district during the 2002-2003 school year was 18 to 1. The reported ratio of students to classroom teachers was 20 to 1 during 2002-2003 and the ratio for students to administrators was 315 to 1.

Salaries

• Lindbergh — For the 2002-2003 school year, the average teacher’s salary was $48,308, down from the previous year’s salary of $48,678. The average St. Louis County teacher’s salary is $47,659, up from the previous year’s salary of $46,063.

The average administrator’s salary was $92,775 up from the previous year’s salary of $89,960. The average administrator’s salary within the county was reported at $86,407 up from the previous year’s salary of $83,608.

• Mehlville — For the 2002-2003 school year, the average teacher’s salary was $46,681, up from the previous year’s salary of $45,846.

The average administrator’s salary was $90,019 up from the previous year’s salary of $88,340.

Staff

• Lindbergh — The district employed 388 certificated staff members during the 2002-2003 school year, including 278 with advanced degrees — 71.69 percent. Staff members had an average of 13.3 years of professional experience up from the the average from the previous year of 12.8. The district also employed a support staff of 193.

• Mehlville — The district employed 764 certificated staff members during the 2002-2003 school year, including 550 with advanced degrees — 72 percent. Staff members had an average of 14 years of professional experience down from the the average from the previous year of 15 years. The district also employed a support staff of 547.

Finances

• Lindbergh — For the 2002-2003 school year, Lindbergh had an assessed valuation of $994,477,553, up from the previous year’s assessed valuation $969,367,785. The district’s tax rate for 2002-2003 was $2.77 per $100 of assessed valuation, unchanged from last year.

Revenue sources included: $38,132,603 or 87.44 percent, local; $1,323,744 or 3.04 percent, federal; $3,420,734 or 7.84 percent, state; and $734,553 or 1.68 percent, county/non-revenue.

• Mehlville — For the 2002-2003 school year, Mehlville had an assessed valuation of $1,279,580,342, up from the previous year’s assessed valuation of $ 1,259,672,486. The district’s 2002-2003 tax rate was $3.96 per $100 of assessed valuation, up from the previous year’s tax rate of $3.942. Revenue sources included: 82.09 percent, local; 14.48 percent, state; and 3.43 percent, federal.

Per-pupil expenditures

• Lindbergh — The average per-pupil expenditure for the 2002-2003 school year was $7,951, up from the previous year’s per-pupil expenditure of $7,575. The average cost to educate a student in Missouri is $7,345 up from last year’s cost of $6,991.

The average per-pupil expenditure at each of the district’s schools was:

Crestwood Elementary — $8,527, up from the previous year’s expenditure of $7,839.

Kennerly Elementary — $8,405, up from the previous year’s expenditure of $7,869.

Long Elementary — $8,628, up from the previous year’s expenditure of $8,468.

Sappington Elementary — $8,223, up from the previous year’s expenditure of $7,540.

Truman Elementary — $7,648, up from the previous year’s expenditure of $7,321.

Sperreng Middle School — $7,012, up from the previous year’s expenditure of $6,671.

Lindbergh High — $8,413, up from the previous year’s expenditure of $8,179.

• Mehlville — The average per-pupil expenditure for the 2002-2003 school year was $6,533.49, up from the previous year’s expenditure of $6,297.79.

The average per-pupil expenditure at each of the district’s school’s was:

Beasley Elementary — $5,927.44, up from the previous year’s expenditure of $5,733.36.

Bernard Elementary — $5,894.39, up from the previous year’s expenditure of $5,689.03.

Bierbaum Elementary — $5,767.65, up from the previous year’s expenditure of $5,677.49.

Blades Elementary — $6,499.57, up from the previous year’s expenditure of $5,911.91.

Forder Elementary — $6,227.99, up from the previous year’s expenditure of $5,848.46.

Hagemann Elementary — $6,132.99, up from the previous year’s expenditure of $5,857.31.

Oakville Elementary — $6,828.51, up from the previous year’s expenditure of $6,104.14.

Point Elementary — $5,879.66, up from the previous year’s expenditure of $5,670.24.

Rogers Elementary — $6,049.76, up from the previous year’s expenditure of $5,897.84.

Trautwein Elementary — $6,498.86, up from the previous year’s expenditure of $6,076.12.

Wohlwend Elementary — $6,227.88, up from the previous year’s expenditure of $6,304.08.

Buerkle Middle — $6,033.45, up from the previous year’s expenditure of $6,128.62.

Oakville Middle — $6,160.12, up from the previous year’s expenditure of $6,229.81.

Washington Middle — $6,407.12, up from the previous year’s expenditure of $ 6,383.56.

Mehlville Senior High — $7,089.62, up from the previous year’s expenditure of $6,691.32.

Oakville Senior High — $6,515.41, up from the previous year’s expenditure of $6,497.43.

ACT Scores

• Lindbergh — During the past year, 68 percent of eligible students took the ACT, posting a composite score of 22, down from the previous year’s score of 22.2 when 68 percent of eligible students took the ACT. Statewide, 69 percent of eligible students took the ACT, posting a composite score of 21.4, down from the previous year’s score of 21.5 when 68 percent of eligible Missouri students took the ACT. Nationwide, the composite score was 20.8 when 40 percent of eligible students took the ACT, unchanged from the previous year’s composite score of 20.8 when 39 percent of eligible students took the ACT.

• Mehlville — This district did not report what percentage of eligible students during the 2002-2003 school year took the ACT nor did it post the group’s composite ACT score. Of the 855 seniors who attended Mehlville School district in the 2001-2002 school year, 62 percent took the ACT, posting a composite score of 21.5.
