Green Park aldermen last week voted to extend the city’s free trash service another three years.

The board voted unanimously Feb. 16 to approve a resolution that extends Green Park’s contract with American Eagle Waste Industries through January 2013 for a total cost of $545,485.80.

Under the extended agreement, the city will pay American Eagle Waste $177,888.60 for trash service from February 2010 to January 2011; $181,789.20 from February 2011 to January 2012; and $185,808 from February 2012 to January 2013.

American Eagle Waste will invoice the city quarterly, according to the agreement.

The board approved a resolution in February 2007 to make once-a-week residential trash pickup free after rejecting previous proposals for the city to pay for that service.

Officials previously had decided to pay for residents’ recycling, and that move dropped residents’ once-per-week trash pickup fee from $14 per month to $10 per month. But with the resolution approved in February 2007, that $10 charge was eliminated.

While Green Park residents receive free once-per-week pickup and recycling, they also can pay for additional service. This includes a $2 monthly charge for twice-per-week trash pickup and a $9 monthly fee for yard-waste pickup.

American Eagle Waste picks up trash and recycling on Mondays and Thursdays, respectively. Yard-waste service is picked up on Wednesdays. That service is available on a month-to-month basis and has a 10-item limit with no one item weighing more than 50 pounds.

Residents who wish to pay an additional $2 per month for twice-a-week trash pickup will have their trash collected on Mondays and Thursdays.

Residents who wish to participate in the free single-stream recycling service can receive up to two containers for free.

Recyclable items include, but are not limited to, aluminum, milk and juice cartons, steel and tin cans, glass bottles and jars, plastics and various paper products. Containers for either trash or recycling must not exceed 50 pounds.

In other business last week, the board also unanimously approved a resolution authorizing an agreement with Przada Appraisal Services for real estate appraisal services related to the forthcoming replacement of the Green Park Road bridge over Gravois Creek.

Przada will “estimate just compensation due the property owners as a result of acquiring land and realty rights associated with” the bridge replacement, according to a letter of engagement from Joseph Przada.

The properties that Przada will appraise include a vacant parcel at 4498 Green Park Road and a second vacant parcel of land owned by St. Louis County, according to the letter.

Green Park will pay Przada $1,950 to appraise each of the parcels, for a total cost of $3,900, according to the agreement.

Additional professional time will be provided to the city at a rate of $250 per hour, according to the agreement.

Officials last week stressed that the city will not acquire the entire parcels of land, but rather will seek small temporary and permanent easements needed to widen the bridge.

The bridge replacement project is one component of a multiphase plan to redevelop Green Park Road.

Green Park Road’s first phase of reconstruction will be along a 6,000-foot stretch from Tesson Ferry Road to Lin Valle Drive, according to plans. The road will be widened with two extra feet of lanes on each side to make 12-foot lanes.

Other improvements include a new pedestrian pathway along the road’s north side, an additional right-turn lane at the road’s intersection with Tesson Ferry Road and a new left-turn lane at Antrill Drive.

Plans also call for eliminating drop-offs and ditches from the road and replacing them with vertical curbs on each side. Because the curbing would replace ditches on each side of the road, a storm sewer would be installed across the road’s length.

Substantial grade changes also will be made at the road’s intersections with Kohrs Lane, Mueller Road and Lisa Marie Court to improve sight-line visibility and provide better curb alignment.

The second phase of Green Park Road’s reconstruction will run from Lin Valle Drive and includes widening the Gravois Creek bridge.
