Four intersections designated as ‘restricted’ for solicitation

Four south county intersections have been designated for “restricted solicitation” under the county’s peddlers and solicitors code.

The County Council unanimously approved legislation last week that adds Lemay Ferry Road’s intersections with South County Center Way, Forder Road, Mehl Road and the exit ramp from eastbound Interstate 255 to the code’s list of intersections where solicitation is limited.

County Executive Charlie Dooley subsequently signed the bill into law.

An individual cannot solicit on more than three days, sunrise to sunset, during a calendar year at any intersection or combination of intersections designated for “restricted solicitation,” according to the code.

In a July letter to Dooley requesting the legislation, County Police Chief Tim Fitch wrote there were “471 combined calls for police or police-initiated activities” at the four intersections from January to May.

“Those calls included auto accidents, traffic stops, pedestrian checks, solicitors, motorists in need of assistance, traffic hazards, suspicious vehicles, warrant arrests, intoxicated drivers, disturbances, ‘check-the-welfare’ calls, auto fires, sick cases, peace disturbances, loiterers, property destructions, assaults, larcenies and drug violations,” Fitch stated in the letter.

“The unusually high volume of calls for just five months indicates that there is a high volume of traffic at each of the (four) intersections. As a result, I have serious safety concerns for the solicitors at these intersections, as well as the motoring public.”
