The Crestwood Board of Aldermen recently voted give final approval to the city’s 2012 tax rates.

The Board of Aldermen voted 7-1 Sept. 25 to approve the second reading of an ordinance establishing the city’s tax rates at the 2012 ceiling — 24.10 cents per $100 of assessed valuation for residential; 38.80 cents for commercial; and 27.90 cents for personal property. Ward 1 Alderman Mimi Duncan was opposed.

At the board’s Sept. 11 meeting, Duncan and Ward 4 Alderman Dan Tennessen voted against the first reading of the ordinance establishing the 2012 tax rates.

The approved tax rates do not include a 20-cent tax, Proposition S, which was approved by voters in 2006.

The proposition was designed to eliminate $2 million in debt and a $1.5 million line of credit, both from Southwest Bank.

In 2010, the board voted to sunset the Prop S tax in 2011 due to early retirement of the associated debt, rather than 2012, as allowed by the measure’s ballot language.

The city’s 2011 budget projects Prop S will generate $534,000 in revenue from real-estate taxes and personal-property taxes.

After the Sept. 11 meeting, Duncan told the Call she voted against the tax rates because she believes the board should reconsider extending Prop S.

In a separate matter Sept. 25, the Board of Aldermen voted to select Karen Mott, of Hilton Head, S.C., to operate a restaurant — the Barn — at the Sappington House Barn Center.

The city received eight responses to its request for proposals to operate the Sappington House Barn Center. A committee comprised of the Park Board, the Sappington House Foundation, the Library Trust and city officials evaluated the responses.

The committee submitted three unranked applicants for the board’s consideration — Mott’s proposal; Mike Mathes, the Sappington House Restaurant; and Mark Lucas, Fozzie’s Sandwich Emporium.

Director of Public Services Jim Eckrich told aldermen he received an email shortly before the meeting stating Fozzie’s had withdrawn its proposal.

An earlier motion to select Mathes as the operator was defeated in a 5-2 vote with Ward 1 Alderman Darryl Wallach and Ward 3 Alderman Paul Duchild in favor.

Ward 3 Alderman Jerry Miguel abstained.

The subsequent motion to select Mott was approved 7-0 with Miguel abstaining.

Aldermen also voted 7-1 to issue a request for proposal for legal services. Duncan was opposed. City Attorney Rob Golterman announced last month he intends to vacate his position at the end of the year.
