The St. Louis County Planning Commission will hold a public hearing Monday for a tattoo parlor in Affton, as well as a private sports complex in the Bayless School District and a multifamily development in Fenton.
The commission meets Monday, Feb. 8 at 7 p.m. in the St. Louis County Council chambers in the county government building in Clayton, 41 S. Central Ave.
Gregory J. Schaefer is requesting a conditional use permit in a C-2 commercial district to operate a tattoo parlor in an existing shopping center at the corner of Gravois Road and New Hampshire Avenue. The proposal is in the 5th County Council District and Affton School District.
The commission will hear another petition for a CUP in the 6th County Council District on a 14.12-acre tract at 4091 Mt. Olive Road. The tract is currently zoned R-5 residential and FPR-5 floodplain residential. Black Tree Association LLC is proposing private, not-for-profit recreational land uses, including outdoor recreational sports fields and a lighted athletic field. It is in the Bayless School District.
In the 3rd County Council District, VP244 East LLC is requesting a change in zoning from C-6 commercial to R-6 residential; and a planned environmental unit procedure, or P.E.U, to construct multiple family residences on a 5.5-acre tract on the north side of Valley Park Road, about 40 feet west of Caesar Drive in Fenton. The proposal is in the Rockwood School District.
According to the county planning department, a P.E.U. procedure is a zoning procedure that permits “flexibility in building types” in order to “encourage economic and energy efficient subdivision design, and encourage the provision of supporting community facilities in the development of diverse, sound, urban developments under conditions of approved site and development plans. The P.E.U. procedure can only be used for developments that have five or more lots or units, with site-specific ordinances that define lot area, yard setbacks and height requirements that may vary from the residential zoning district the development is in. Some P.E.U. developments that contain 40 or more lots or units can include certain commercial uses as long as it’s located in a separate structure or a multiple family residence building.
Also on the commission’s agenda is a zoning change request from St. Clair Ministries and Undersigns LTD to change a .75-acre tract from C-8 commercial to R-3 residential in the 4th County Council District, off New Halls Ferry Road.
The panel will also discuss a proposal to amend a portion of the county’s zoning ordinance related to “regulations for accessory uses and structures, site design criteria, definitions, the Conditional Use Permit procedure, and Administration, Enforcement, and Penalties for Violation of the Zoning Ordinance.”
