Bill Miller, the Director of Personnel for the State of Missouri, has been appointed associate vice chancellor for human resources at St. Louis Community College.
Miller, who will join the college June 25, will be responsible for the districtwide human resources functions that include staffing, benefit, health and wellness, retirement, as well as compensation, classification, labor/employee relations, employee training and professional development.
Appointed by Gov. Jay Nixon as the state’s personnel director in 2009 and confirmed by the Senate in 2010, Miller was responsible for roughly 40,000 merit and uniform classification and pay system employees.
Miller began his public service career in 1978 as one of the youngest city councilman elected in the city of Berkeley. He was the first African-American elected as a councilman and then mayor of Berkeley in 1987. In 2004, he was appointed by Gov. Matt Blunt, and Senate confirmed, as commissioner to the St. Louis County Board of Elections, and one of only a few invited to a joint session of Congress at which Nelson Mandela was honored.
Miller worked in the corporate arena for more than 25 years. He worked in engineering for McDonnell Douglas (Boeing). In the healthcare field, Miller served as vice president of human resources for Ancilla Systems; was responsible for systemwide human resources in both Missouri and Illinois for Lutheran Senior Services; and was responsible for government intervention and consulting for the Toney Watkins Co.
Before taking the post with the state of Missouri, Miller was self-employed as a consultant in human resources, government relations and media-talent management.
A professional motivational speaker, Miller also is a commercial actor who appeared in numerous commercials, produced videos and served as a voice-over artist.
Miller is a member of the Society of Human Resources Management, St. Louis Leadership Center (FOCUS St. Louis) and Human Resource Management Association. He is a past member of the College of Healthcare Executives, a past board member for the Alzheimer’s Association and past president of 100 Black Men of Metropolitan St. Louis.
A Vietnam-era veteran, Miller holds a master’s degree in business from National Louis University-Chicago, and a bachelor’s degree in aeronautics from Tennessee State University (Nashville, Tenn.). He is a specialist in employee relations law and a certified instructor in quality/performance improvement.
