After receiving a notice from St. Louis County on June 19 that it will not be able to honor my request for a 35-gallon recycling cart “because we no longer have any more 35-gallon carts,” it’s apparent that St. Louis County has broken its promise to supply 35-gallon recycling carts to those who do not need the huge 64-gallon carts.
