Proposed Petro Mart goes before aldermen

Public hearings on a proposed Petro Mart convenience store with gas pumps on South Lindbergh Boulevard were scheduled to be conducted earlier this week by the Sunset Hills Board of Aldermen.

The Board of Aldermen was scheduled to meet Tuesday night — after the Call went to press.

Public hearings were set to be conducted on Land West No. 7’s requests for a preliminary development plan and a conditional-use permit for the proposed Petro Mart.

The city’s Planning and Zoning Commission voted unanimously last week to recommend approval to the Board of Aldermen of the preliminary development plan and the conditional-use permit. Commission member Jeff Sanders was absent from the Dec. 5 meeting.

The motion to recommend approval of the preliminary development plan stipulated the building meet the city’s 50-foot setback requirement.

Land West No. 7 previously proposed a 4,500-square-foot Petro Mart convenience store with eight gas-pump islands at the 1.655-acre site of the former Bob Evans Restaurant, 1430 S. Kirkwood Road. John King, an attorney who represents the developer, previously told aldermen the Petro Mart would generate $50,000 to $60,000 annually in sales-tax revenue for the city.

George Eble, of Land West No. 7, told the Planning and Zoning Commission last week the location of the store has been moved on the lot and its size has been reduced.

Land West No. 7 withdrew a previous preliminary development that called for the installation of a raised median on Kirkwood Road — also called Lindbergh Boulevard — from Interstate 44 south to Watson Road and a traffic signal at the intersection of Lindbergh at Sunset Office Drive and Monica Drive.

Consideration of a text amendment related to design standards for motor-vehicle-oriented businesses and two measures related to the proposed Petro Mart were postponed by the Board of Aldermen last month.

In separate votes, aldermen voted 3-2 Nov. 20 to postpone consideration of the text amendment; an ordinance approving a zoning change to Planned-Development-Limited Commercial (B) from C-1 Commercial and R-6 Residential at 1430 S. Kirkwood Road, 126 Floralea Place and 111 Monica Drive; and an ordinance approving a lot consolidation for the site.

Aldermen conducted a first reading Nov. 20 of the text-amendment ordinance that would establish the general guideline for convenience stores with gas pumps at 7,500 square feet for one pump island. The board voted in October to amend the text-amendment ordinance from establishing a general guideline of 7,000 square feet for one pump island.

Aldermen voted unanimously to suspend the rules to conduct a second reading of the amended text-amendment ordinance Nov. 20, but did not conduct a second reading.

A proposed ordinance seeking a conditional-use permit for the Petro Mart was withdrawn Nov. 20 at the request of the developer. The board conducted second readings of the zoning change and lot consolidation ordinances Nov. 20, but did not vote on them.
