The county Planning Commission will conduct public hearings next week on three projects proposed in both the Lindbergh and Melville school districts.

The Planning Commission will conduct public hearings on the proposals at 7 p.m. Monday, June 15, in the County Council Chambers at the Administration Building, 41 S. Central Ave., Clayton.

Frank Leta of Leta Venture in O’Fallon is requesting a change in zoning from a C-2 Commercial District to a C-8 Shopping District for a 0.61-acre site at 11616 Concord Village Ave., northeast of Baptist Church Road, for vehicle storage, preparation and cleanup.

The current occupant of the property is Spanky’s Frozen Custard.

The planning panel will also hear from two developers looking to change zoning for properties in Oakville.

Bussen Terminal, represented by real-estate attorney John King, is requesting a change in zoning for 36 acres of riverfront property in Oakville, from NU, or Non-Urban, and FPNU, or Flood Plain Non-Urban, to M-1, or Industrial, and FPM-1, Flood Plain Industrial, zoning. The property is on the west bank of the Mississippi River, roughly 1,760 feet south of Koch Road next to the Union Pacific Railroad right of way.

Bussen Terminal plans to use the property for a terminal for an existing Oakville quarry, Bussen Quarries at 5000 Bussen Road.

Rick Strickland, who has a baseball-training company in Bridgeton, Elite Baseball Training St. Louis, is proposing an indoor recreation facility, including but not limited to, indoor batting cages and a weight room. The company’s website

lists the south county property as a “research and development center.” The website features testimonials about Strickland from Major-League players.

Strickland is requesting a conditional-use permit, or CUP, in an M-1 Industrial District for 0.7 acres at 6116 Baumgartner Crossing, south of Baumgartner Road.
