MSIP 5 public comment period opens Monday

State education officials announced today that the official public comment period will open Monday, Oct. 3, for a proposed rule that would update district accountability standards.

Known as MSIP 5, the revision to the Missouri School Improvement Program would be the fourth since the program’s inception in 1990. Each time, the bar has been raised to keep Missouri standards among the highest in the country. MSIP is the state’s system used to guide school improvement efforts and to accredit public school districts.

The rule now being considered is a revision to one proposed earlier this year. In April, the state board temporarily withdrew the MSIP 5 rule to allow the Department of Elementary and Secondary Education to gather more input from educators and non-educators across the state.

Through small-group discussions, nearly 350 participants identified key consensus points for improving MSIP 5. Department staff presented amendments for approval by the State Board during its August meeting.

The proposed rule is available on the department’s website at dese.mo.gov.

Comments can be submitted to the department in several ways, including online or mailed to the Missouri Department of Elementary and Secondary Education, Office of Quality Schools, P.O. Box 480, Jefferson City, MO 65102-0480.

The state board is expected to vote on the final rule in December. The new rule would not be used for district accreditation purposes for two years, which allows districts and schools time to make necessary instructional and operational adjustments.
